Increase incentive ratio for connecting residential solar from 1:1 to 2:1.
PSE is already legally required to provide 1:1 net metering to customers until 2029 (assuming their systems produce less than 100kW, and provided that the cumulative generating capacity of net metering systems in their service area has not exceeded four percent of their peak demand during 1996.)
