T2.1 Traffic analysis
Incorporate greenhouse gas emissions calculations into traffic impact analyses to identify land use proposals that have the potential to generate a substantial positive impact on the region.

California’s SB. 743 requires estimating the amount of driving as a measure of expected environmental damage from vehicle trips serving new developments, and mitigating it if it’s excessive. (Using this measure rather than estimating increases in travel time and mitigating those by building wider, faster roads – thus encouraging more driving and indeed ensuring it is the only viable way to get around – is expected to encourage the development of more resources for walking, biking, and transit.)
