T3._ Provide incentives for retrofitting of existing structures with outlets for chargers.
RCW 35.63.126(4) specifies that “Cities are authorized to adopt incentive programs to encourage the retrofitting of existing structures with the electrical outlets capable of charging electric vehicles. Incentives may include bonus height, site coverage, floor area ratio, and transferable development rights for use in urban growth areas.”
