T5.2 Barriers to transportation alternatives *
Develop a regional inventory to identify gaps in connectivity for safe cycling and walking. Then develop a strategy to prioritize projects and a plan for funding.

Barriers to bicycling –
There’s already a lot of research on this issue – To quote from the first of a long list of articles that comes up if you Google “barriers to use of bicycles”:

The literature presents a large set of factors that individuals may consider possible barriers to cycling, including: travel time, stress, too much traffic, perception of insecurity, lack of physical fitness, personal factors (e.g., lack of time), necessity of traveling at night, inconvenience, lack of adequate infrastructure for cyclists, climate factors and topography.

“Reasons Why Bicycling And Walking Are And Are Not Being Used More Extensively As Travel Modes”, a relatively old report from the National Highway Administration’s National Bicycling And Walking Study, surveys the accumulated survey research on pp. 14-26.
