Create a property tax credit for property owners who participate in energy efficiency.

Virginia and Maryland have enabling statutes that allow municipalities to grant property tax credits, or establish separate tax rates, for energy efficient buildings. Certifications recognized include LEED, Green Globes (GS),  and National Green Building Standards (NGBS). The cities of Roanoke, Charlottesville, and Virginia Beach in Virginia, and Baltimore, Howard, Anne Arundel, and Montgomery Counties in Maryland, have active ordinances for property exemptions.

The Nevada Governor’s Office of Energy Green Building Tax Abatement Program awards partial property tax abatements to new or existing buildings across the state that meet the requirements of LEED or Green Globes rating systems.

The City of Cleveland Residential Tax Abatement program grants a 100 percent abatement of the increase in the assessed property value that arises from either new construction or remodeling of single-family, two-family, or multifamily dwellings. The abatement is available to homeowners and developers, with a length of 15 years. All projects that seek to qualify for the abatement must meet the Cleveland Green Building Standard, which is achieved by meeting the requirements of either Enterprise Green Communities, LEED Silver, NGBS, or another “advanced building certification program” such as PHIUS or the Living Building Challenge.

Harris County and the City of Houston, Texas, grant property tax abatements for new and refurbished commercial facilities obtaining LEED certification.
