Provide education and incentives (ex. grants, loans, technical assistance) to reduce nitrous oxide emissions when managing fertilizer.
Washington Grade A milk producers, selling milk to be drunk, are required to have an approved Nutrient Management Plan (NMP) which meets the minimum requirements for approval by the local Conservation District. (These include items about manure management.)
The University of California’s Solution Center for Nutrient Management maintains a website for resources about agricultural nitrous oxide emissions. California’s Fertilizer Research and Education Program runs a grant program and an education and outreach program.
