Develop data methodology to monitor use and impacts of green building incentives, to inform future incentives and develop recommendations for policy or programs.
The Lawrence Berkeley National Lab’s “Guidelines for the Monitoring, Evaluation, Reporting, Verification, and Certification of Energy-Efficiency Projects for Climate Change Mitigation” are oriented toward verifying reductions for the Kyoto Accords, but the discussion starting on p. 13 covers a number of technical issues, and they include some forms for implementing their guidelines. (The introduction says “The next phase of this work will be to develop a procedural handbook providing information on how one can complete the monitoring, evaluation and verification forms contained in this report,” but that doesn’t seem to be listed on either of the co-author’s LBNL webpages.)
